Canada has not joined the European Union, but European Commission President Ursula von der Leyen proposed making Canada the EU's first-ever "associate member".

What Is Happening

The Proposal: During her State of the Union address in September 2026, Ursula von der Leyen invited Canada to establish a deeper bond as an associate member. 

Canadian Response: Canadian Prime Minister Mark Carney previously called for a "unique alliance" with Europe, but officials like Canada's ambassador note that formal associate status does not currently exist under EU law and discussions are in early phases. 

Context: The push for closer ties comes as Canada looks to diversify its trade relationships amid friction and tariff threats from the United States.
